Chelsea, Michigan We spent six nights at Sugarloaf Campground in Waterloo Recreation Area while trying to catch the Jackson Hot Air Jubilee. The campground is only about 40 minutes from Jackson, making it a great home base if you're planning to attend the balloon festival or explore southern Michigan.
